Work Orders and Hard commitment

We want to hard commit Work Orders but only if the start date of the WO <= today. Our Mfg constants are set to Soft Commit at creation of parts list. I can change the code in the R31410 to look for work order with a start date <=today. But how do I hard commit the components? I would prefer not to change the Mfg constants and hard commit at print because we have work orders that do not start for more than 60 days and we do not want to hard commit that far out in the future.
