Regarding DST file while upgrade.

 Hello,
I have to upgrade my Oracle database from 11.2.0.1 to 11.2.0.2.It is recommended to upgrade the timezone file to 14 for database version 11.2.0.2. What are the consequences for not upgrading to timezone file 14 and leaving it at 11?
