Project type not requiring baselining?

 We are on 11.5.10.2, with Grants on top of PA. Users want to know if there is a Project type that will not require the baseline process? The closest solution we have now is to set up a project and link it to a zero dollar award. This solution still requires the budget to be baselined. Thoughts or ideas?
