Locking SO Lines EBS 12.1

I have two request from my users that I don't know how to get them done: 1- What can I do to stop sales guys from changing anything in a SO Line during the last two weeks before the schedule date of that SO Line?
2- If the difference between SYSDATE and the Scheduled Ship Date is more than two weeks I want to allow changes in the scheduled ship date and qty as long as the new scheduled ship date is moved to any date bigger than current scheduled ship date.

Can somebody help me with this request, please?
