How can I attach documents related to an item and that too specific for a given site

Hi ! 

In one of the business scenario - the customer is interested to maintain documents/ specifications for a given item and that too specific to a site.

Globally the standards vary for the item - these standards and specifications are captured as attachments at a site level for the given item.

Like China Attachment for Part A is specific to China site.  India Attachment for Part A is specific to India site.

Any idea on how this can be done on the Oracle Agile PC  ?

Any setup possible in file manager > file folders where I archive the documents.
