Creation of FSG through A TOOL

Module   General Ledger Version   r12

We want to create FSG reports in GL module.  Presently, we DO NOT want to create FSG reports using Oracle General ledger Module. 

However I want to know , if there is any other tool to create/design FSG reports using either oracle tools or third party tools.  Please share your knowledge regarding this.
