No Blank Lines in Reports

in Reporting - EBS (MOSC) Question
Report Manager appears to be ignoring all the "Lines to Skip" in the Row Sets I have defined.  And it still ignores them if I add them in the templates I'm using.  This is when I publish the reports back to Excel 2010.

Any ideas?
