Create Credit Memo with No Taxes

in Channel Revenue Management - EBS (MOSC) Question
Trade Management has the ability to initiate a claim and create credit memo in Receivables.  The requirement is when credit memo is created in AR, it should not calculate tax.   

Feedback from members on how this can be accomplished will be greatly appreciated.
