changing the sys password

I am trying to change the sys password and keep getting :

ERROR at line 1:
ORA-28003: password verification for the specified password failed
ORA-20006: You are Not Authorized to change this password

I am signed on as sys/<pwd> as sysdba and I am getting this.  When I sign on with my DBA account I am getting the same message.  What role/right is needed to change this password?

I have never had to change the sys password before.
