Budget Parameter passing from "Program - Run Financial Statement Generator" to "Financial Statement

We would like to override the budget assigned to the control value in a report. 

Can we pass a budget parameter from the " Program - Run Financial Statement Generator" to "Financial Statement Generator" and have is override the budget assigned to the control value on the report?

We found a parameter to add to the "Program - Run Financial Statement Generator" which defaults the correct budget name.  Unfortunately, it is not being passed to the the "Financial Statement Generator" report.

Has anyone done this?  or is this even possible to do?
