AR Transaction Incomplete button is disabled

 Hi,       I have a problem about Incomplete Button (See picture below) I didn't  finish this transaction ,from my understanding if i never post transaction to GL so i can click the incomplete button
but i can't i don't know what happen. Pleas advise or give me any reason why the incomplete button is disabled.
