Database Links - EBS r12 DB r11 - Concurrrent Manager - insufficient privileges

I am testing an upgrade from EBS r11.5.10 (DB 10g) to EBS 12.1.3 (DB 11G).   When I run a concurrent request that references a database link, I get an error.  Insufficient Privileges.  I have seen this both in concurrent executable reports as well as concurrent exectuable pl/sql procedures.  These are existing reports and pl/sql procedures that are running fine in EBS r11.5.10 (DB 10g) .   When I access the same database link through sql*plus or TOAD under the APPS account, I have no issues.

Anyone run across this?  Any ideas?   Thanks very much.
