Dataguard logging error

Hi

I am receiving below error while configuring oracle 11.2.0.2 dataguard on Windows 2008 64-bit system

PING[ARC2]: Heartbeat failed to connect to standby 'SMUATTC2'. Error is 16191.
Tue Feb 22 22:51:11 2011
Error 1017 received logging on to the standby

Can anyone suggest some workaround for this error
