BLACKOUT action function and configuration parameter AUTOMATIC_BLACKOUT_CHECK

 What will happen if  I use BLACKOUT action function in state table program and at the same time if I set  AUTOMATIC_BLACKOUT_CHECK  to 1 in ASAP.cfg file?
