R12 -Tax Exempt is not working after enable at Third Party Site Level.

Hi , 

I have an issue where user is requesting to get tax exempt in AR for site address.

I manage to test when enable the exempt at third party level the exempt is applied, but if enable from third party site it is not working.

i.e we have 3 addresses in one City (Richmond) for the Bank of America, and in this case we only need to exempt for address in A(refer to below address), how we can achieve this since third party site exempt is not working, is this a bug?
