Is 12.1.3 considered a stabilization release?

I've heard on a number of different occasions that 12.1.3 is considered a stabilization release. Has anyone heard of a stabilization release and can confirm whether 12.1.3 is a stabilization release?  I have never heard this term used before and I think it is being used to make people feel more comfortable that 12.1.3 will be less buggy than previous R12 versions.
