How to make routing operations mandatory

We have created Item routings with various operations and at times we see that users are skipping certain operations e.g we have sequences 10 / 20 / 30 and sequence 20 is Outside processing. Users are skipping this completely and going to Sequence 30. Is there a standard way to make these Operation sequences mandatory?
