Oracle 11g and Testing within testing environment

 hi, we are looking to upgrade to oracle 11g soon.  What is oracles stand when it comes to putting oracle 11g on a test server for a period of time without being licensed? is this feasible? is there a grace period? or would i need to purchase extra licensing to cover this test server until we go live?

there are many posts on the internet but it still isnt particularly clear!!! help please...
