Cannot secure agents on any machine other than the agent on the OMS server

in Enterprise Manager Generic (MOSC) Question
I am having an issue where the OMS agents cannot be secured. The setup that I have is 11g Grid Control installed on one node of a cluster composed of two nodes. I cannot secure agents from the other node of the cluster nor from any other standalone server. These installs were clone pushes from the locally installed OMS agent.

I have performed the following when attempting to register

emctl stop agent

emctl reload agent

emctl secure agent

Which errors out. I have also stopped and restarted the opmn as well as reset the password for registering the agents in Grid Control for good measure.
