9.0.2 Batch Time Entry

We populate the F06116Z1 file with both a rate and hours. When the file is processed into F06116, the rate is overwritten no matter what. Any ideas?

The rate is not equal to the ordinary rate for the union, job type, job step as there are bonus calculations that add cents to the rate prior to the Z1 file being populated.
