Reorder Point Generator & Availability calculation

Does P43011 (Reorder Point Generator) use the same availability calculation that is defined in the Branch Plant Constants? For example if the branch plant constants is set to deduct sales order hard commits then will the PO Generator also deduct sales order hard commits to calculate availability?
