Inventory Commitment Preferences

I am setting up Inventory Commitment Preferences in P4210.  I have all the setup complete but the problem I am running into is when I enter an item in the detail that dosn't have the item branch data set up for the Order header branch I get an error.  Does this mean that every item must have an item branch setup for any branch that will be used in the sales Order header?

I place an order against branch plant 'C' in the order header.  Now I want to have an item entered on the order that only has inventory in branch plant "L".  Because the item dosn't have a setup of Item branch (F4102) I get an error stating such.
