OCM Collectorconfig error

 Hello all,
I installed the OCM and see that my host, configuration manager, listener and oracle_home appear in the 'target' section of MOS under the systems tab, however, nothing shows up under 'systems', therefore no patch recommendations,etc.

I am running this instance on Windows 2003 r2 Server, 32 bit, with a 9.2.0.8 database.
Given the info that is showing up in MOS, the collector is gathering and submitting configuration info, however, when I run the script:

%oracle_home%\ccr\admin\scripts installccrsql.exe -s collectconfig -s INSTANCE -r <sysdba-user>

then enter the password for the user as dba, the script partially runs and produces this error as shown in the collectconfig.log:
