PN:Restricting Inactive building display in Building form

 We have multiple buildings for a property. Lot buildings are of them are inactive but form still displays all the building. Business user end in updating attribute in-active building and results in lot of re-work issue. I tried personalizing the form but some how personalization is not working for default where clause. Any suggestions for purging/archiving or not displaying in the form.
