implementing EBS Tax

Does anyone know if you have to implement the new module EBS Tax?  We are doing an upgrade and are not sure if we need to implement the EBS tax module.  We currently do not use any type of tax information in Oracle however we do issue 1099's.  Would we need this module if we are using 1099's?
