Oracle Customers Online - How to secure Party Attachments from update?

in Receivables - EBS (MOSC) Question
We have a need to allow users to create attachments, but we would like to prevent users from deleting the attachments. I have found information about removing attachments all together, but we need to keep the view and upload functionality in tact. Any suggestions?
