940's failing due to complex numbers

We have a domain sending a lot of 940s  that can not be processed without manual intervention due to a value being a complex number where OTM is expecting a whole number (integer value).

Complex numbers are real numbers that can be represented as fractions or quotients of integers, including numbers with decimal values.

The complex numbers that the domain is sending are logical and necessary. It is not a cut and dry "x" number .

The result of rec'g these 940s with complex number values is the orders go into ERROR status in the transmission manager.

For example, the domain is sending 10788.507 liters as one shippable item.
