Not Send 0 dollar recoverable tax line to GL

We are getting 0 dollar recoverable amount in AP and we don't want to send it to GL. Is there a standard way of doing this. I am pretty sure it can be done thru SLA, but wondering if there is  a standard setup to handle this.
