Seeing Tasks in MFS R12.1.2

Is there is a way to have Tasks show in MFS without assigning them the Dispatch Rule?  Sometime we have Tasks that are not schedulable like (FYI, Follow up) and we want to see in MFS. If we attache the Dispatch Rule then the Task need to be scheduled and can not be in Open Status
