Conditionally include a fax cover page?

Hi, I am trying to create a batch report that will generate emails and faxes. I have header and footer sections in the report, and am batching the report using the "<?for-each@section..." tag.

Ideally, I would like to dynamically include a fax header sub-emplate before each section break when the section row changes. I don' want the header and footers to appear on this cover page, and I don't want a fax cover page if a particular report section is not to be faxed.

I've been able to include the fax cover page subtemmplate, but only if I insert a static blank page ahead of my report body. But I don't want a blank page for those reports that I am not faxing.
