Will FASTMIGR=YES use more MVC's

Will having the FASTMIGR=YES option enabled use more MVC's.  Since enabling this feature our free MVC count has gone down considerably and we seem to have a large number of MVC's with a low %USED with a low number of  VTV on the volumes.
