iProcurement item cannot be deleted using Bulk loader - get msg: You cannot delete an item that was

Hello,

We have three items in iProcurement which we are unable to Delete using the bulk loader.  The supplier is active, the site is active and a 'purchasing' site, and the contract is active, but trying to delete the items via the bulk loader gets the following messgae: "You cannot delete an item that was originally extracted from Oracle Purchasing. Instead, delete the item in Oracle Applications and rerun the extractor."   The buyer thinks that these three items were originally part of a Blanket Agreement.  We are currently on e-Business Suite 11.5.10.2 and DB 10.2.0.2

What does it mean "Delete the item in Oracle Applications and rerun the extractor"?
