Need approval for attachments (files). How it work with project issues.

 Hi,

our customer need functionality of approval files (for projects).

I thinked - we can use project issues functionality for this requirement so:

create issue, attach file, send issue for approval (approval of issue means approval of attached document).

But I confused of issue functionality: when issue submitted - any project member can delete existing attachments, add new. While fields of the issue are locked for changes. So, standart issue functionality do not allow (suppose) files approval.

So, can anybody suggest idea (solution) for files approval (for projects) ?
