Expenditure Inquiry returns no rows for some users/responsibilities

We just created a test R12.1.1 instance by upgrading a copy of our 11.5.10.2 production instance. We've been using a custom responsibility that is an exact copy of the seeded Project Costing Super User responsibility except for two differences.  1) There is one more submenu excluded from the custom responsibility, and 2) the application name.  All of our custom responsibilities are built this way.  Rather than using the application of "Projects" we used our company name, EG: McKee Projects.

When a user with the custom responsibility navigates to Expenditures / Expenditure Inquiry / Project and queries for any project, no rows are returned.  When a user with the seeded responsibility does the same thing, data is returned.  I've got an SR open for the problem but I'm not getting anywhere with it.
