Transportation Ship Confirmation Failing

 JDE E1 9.0 with Transportation and Standard Packs

Receive error and can not get past "NOT ALL LINES SHIP CONFIRMED".  Sales order line however DID update to Ship Confirm Status,  Shipment however did NOT status - Shipment Status remains at APPROVED.  In addition, Freight Update is NOT adding an "F" freight line for billable freight to the Sales Order.

Have checked all setup including Freight Handling code - special handling code, OAR's, processing options on P49645, removed processing option to validate Carton Status, etc. 

Thoughts/comments on what to review?
