create Responsibility

Hi all,

first of all i dont know the exact module where i have to ask this question bcoz this question is related to system administrator

i made one user and i want to make one responsibility of different function of different modules ...for example OM(Sales order),AP(Payment),Inv(MASTER ITEM),AR(TRANSACTION AND RECEIPT)

SO how can i make one responsibility for different modules?
