Party creation to Account creation

Can anyone please guide me how to map this requirement in oracle sales & quoting?

I have created a party with an identifying address (Sales Dashboard>Shortcuts>Customers>Create Customer). I have created an opportunity and quote for that party. Now at the time of submission of the quote to order I want system should stop me since that party doesn’t have any valid 'Bill To' and 'Ship To' address in AR.

At this point 'Bill To' and 'Ship To' address will be created in AR and user will be able to submit that quote.

How to map it?
