Price change previlage only in sales quotation but not in sales order

 We have come across a requirement from our client that an user should be able to change the price in the sales quote line (when it is NOT pending for approval) but the same user should not be able to change the price in the sales order line.

The Client is in R12.1.3

Does EBS support this functionlity? If yes, what are the setup steps?
