User can change default locale, but where?

 According to the documentation the field "Default locale" controls the appearance of Phone numbers (amongst others). It is stated that the individual user can change the Default Locale for his own situation. However, I cannot find a field called "Default locale" or "Locale" in the user setting screen. The fields "Mother tongue" or "System language" seem to be the only fields that may have something to do with "Locale" settings. We use CRMOD in different countries and a lot of fields now default to Locale settings. Can you please help me out?
