Difference between Enterprise Manager and dbconsole

 We recently purchased our license for diagnostic and tuning pack. I was trying to configure the dbconsole so that I can use those packs in the web interface it supposed to bring up. I tried to configure the dbconsole, but failed with port allocation error. I opened a case with oracle and they said multiple ip address is not allowed for dbconsole to work. Since I can't change the fact for multiple ip address, I am trying other workaround. I heard that with Enterprise Manager, dbconsole is no longer needed? My question is how do I bring up Enterprise Manager
