Need a way to set a time out on a query

Need a way to set a time out on a query. If a query takes more than certain amount of time to run,

need to kill that query.

An externall system need to access our oracle 10 (11) database. We are afraid that they

will excute expense queries. Need to control the resources the externall system consume on or system
