experienced app slowdowns while UTLRP was running

Hi,

We have experienced app slowdowns while UTLRP was running when system was busy and in fact we had an outage where nobody could connect to the database for 15 minutes because UTLRP was running . So I have approached oracle as I never had this issue before.  And, I have got the following update. 

Please let me know if you have had experienced. If it is yes, please let us know if there are any workarounds to avoid this problem.

Please shed a light on utlrp.

It is always recommend to run the utlrp script when the database is in restricted mode or when the system is idle. It is not recommended to run utlrp when the system is busy. You can review the best practices for running catalog,catproc and utlrp scripts in the following note.
