Object Install Status is "Not Applied" in R96701-Sotware Update History Report

It happens some time that when we apply an ESU to particular environment, the Object Install Status is shown as "Not Applied" in Software Update History Report.
How can we find the reason why this object is not updated by the ESU? And will this ESU work fine without this object?
