R077011 error 0120 for 2011 after ESU applied

Should we still expect to receive error 0120 under/overwithheld for every employee even after taking the JL16567 or is there another ESU I missed? This is such a pain and we don't want to exclude this error all together because we could miss other problems where a real mismatch in wages occurs.
