value in v$backup

 I queried v$backup and find couple of files has change# 0, and  all the status are NOT ACTIVE. Why would some of the change# has a real number and some with 0? What does it mean? Could any gurus shed some lights?

My version is 10.2.0.3 and os is solaris 10. Thank you very much.
