Key Flexfield Segments

 What is missing to add a new Category Flexfield?? I want to setup a new Category Flexfield but there's a message error: FRM-41051: You cannot create records here. It's a new setup, there's nothing that may can affect it.

Is there any tip?? What's is missing to define a new Category??
