P311221 Hours and Quantities and Outside Operations

Has anyone encountered this:

There is an outside operation sequence on a work order routing.

Operation sequences prior to the outside operation sequence are pay points and have not been reported.

We are validating quantities and operation sequence.

When the outside operation purchase order is received the operation quantities and operation status popup is displayed.

There is no error message if the previous operation has not been completed. The operation completed quantity and status are updated for the outside operation but nothing validates the quantity at operation and the quantity at operation is not passed to the next paypoint after the outside operation.
