RDA.zip file issue, download from Note:314422.1 (RDA)

I downloaded a RDA.zip file ( p11812741_423_MSWIN-x86-64.zip) for my 64-bit 2008 server. I first download the file on my workstation, then copy/paste on my server, since there is not internet connection on my server.

The file looks good on my workstation. I can see there were over 700 files in the zip file.

However, after the file went to my server, I extracted the file and I got only one readme.txt file.
