Workers Comp Rate Issue

We are experiencing an issue with an incorrect worker's comp rate being retrieved from the F069216 table.  When we use full 9-digit tax authority to retrieve the rate it appears that the rate that is returned is the rate associated with the 1st 2 digits of the tax authority.  So instead of getting the rate for tax area 330612010 we get the rate for tax authority 33 returned.  We have not modified the program accessing the rate table, this is standard code.  Has anyone else experienced this problem?
