Unable to find request 'Synchronize Territory Assignment Rules (STAR) Concurrent Program'

Hi All,

I am new to Territory Manager. The version which we are currently using is 11.5.10. In this version I am not able to find this request
'Synchronize Territory Assignment Rules  (STAR) Concurrent Program'. Is this request included in R12 or am I missing any additional set ups?
